In a server the whole map is loaded so the game can trigger the event even (supposedly, at least) if there are no players in the area. in order to trigger the meteor shower in SP mode, you have to walk to Mounds of the Dead and stay in the area until the event triggers, because if you're not there, game can't trigger the meteors because there's no world loaded in the zone needed to be able to do so. It works different on a server than on single player mode, due to how the game loads the world.
